You Don't Need a Compliance Department. You Need a Partner.

AI is moving faster than the talent pool can adapt. Average time-to-hire for AI compliance roles now exceeds six months — and that is before you have decided what the role should actually do.

There is a reflex when a new obligation appears: hire for it. In the long run it is usually right. The problem is the short run, and the short run is where your deadlines are.

The hiring arithmetic

Time-to-hire for qualified AI governance specialists currently exceeds six months on average — and that understates it, because the market is thin enough that many searches simply fail and restart. Then add notice period and onboarding. Call it ten to twelve months from writing the JD to having useful output, assuming everything goes well. If your driver is a customer's due diligence, a certification target, or a regulatory date, that timeline does not fit.

The choice is rarely between hiring and outsourcing. It is between having the capability now and having it next year.

The specification problem

Most organisations hiring their first AI governance lead do not yet know what they need. The role could be a policy specialist, a technical assurance engineer, an audit manager, or a regulatory affairs professional. These are genuinely different people. Hiring before you know is how organisations end up with a capable person in the wrong role — usually a policy hire when the gap was technical evidence, or vice versa. Running a gap assessment first tells you which role you need, and produces the job description as a by-product.

What fractional actually looks like

Done properly this is not a body-shop arrangement. It is: assessment, architecture, implementation alongside your people, explicit capability transfer with a named internal owner running a full cycle before we step back, then an optional retainer at a fraction of full-time cost. By the point you do hire, you know exactly what the role is, the system already runs, and the new person inherits a working management system rather than a blank page.
